There are several letters to the editor and an article about the horrid conditions at the Upland Shelter. Unfortunately this shelter was used as a shining example for the poor Rancho Cucamonga shelter. The City Council of Rancho was told many times that the Upland shelter was no example to be quoting but these people insisted that it was. Please go to the Daily Bulletin web site at www.dailybulletin.com and do a search for animals and you will see the article and all the letters. It is strange that these letters are from the very people who told Rancho that Upland was such an example. I have pulled public records to see if animal control is gathering the appropriate paperwork from the adoption groups regarding the altering of shelter animals and all of the groups with one exception are taking animals and not submitting paperwork. One group was visited by the Humane Society for not altering until 5 months of age.

The Upland Shelter's problem has to do with staffing. It still is very rescue friendly and does the best job it can with the limited funding it receives from the city. The rescue groups that are helping to keep euthanasia low are complying with spay/neuter as mandated by the Hayden Law.

According to public record the adoption groups working Upland are not altering per the law. They are not submitting paperwork to the shelter to show that they are adhering to the law. The major group there was caught not altering until 5 months old but was adopting them out unaltered.

This in inaccurate and incorrect. Rescues are in fact altering the dogs and cats bailed from the shelter. Your statements are inflammatory and unwarranted. You seem to have an agenda and that is to bash the very rescues that are saving lives. I think you should direct your venom to hoarders, collectors and back yard breeders.

Sorry to bust that bubble but public records were requested on this subject and the public records presented by the City of Upland show otherwise. There is only one group that had submitted records showing shelter animals had been altered and that was PALS. And check with the Humane Society of San Bernardino Valley for their report on a major group there that was not altering animals until 5 months old, adopted out unaltered. The Humane Officer spoke with this group and their vet about this and explained the Hayden to them. You can get that info yourself from the City of Upland and the Humane Society.
