Public pressure. It is the only thing that works. Call the City Manager's office and show them the proof of the managerial shortcomings. We have a saying in our group - what is measured, is managed. Tenacity and perseverance matter over the long run. Get copies of those volunteer records and feed them to the press.
One Who Knows - don't respond with "it won't work". The wheels of change turn slowly - too slowly for some of us. I appreciate your 50 year fight for animals - it is certainly commendable but please don't give up. Remember the proverb, a journey of 1,000 miles starts with the first step. Bless you for working so hard - animal welfare has come a long way in the past 50 years.

Ain't gonna tell you it won't work. This very thing is what put the Rancho shelter in the position it is in to begin with. I always encourage people to go before public forum. Just wanted to tell you that the Rancho Council is going to be even more tough now that they see they are wrong. It was one thing to convince them, quite another to get them to admit a mistake. Go for it.
